Chris attacked this one well, but I bring a new aspect. There is a difference between "promotion" and "product." Several months ago, MTV played a twenty-second preview for Alanis' new video (called "Thank You"). They only showed viewers a glimpse of the video, and only played the beginning of the song. THAT is promotion. Showing part of the whole is promotion. Playing one song from an album of twelve songs is promotion of the album/band. If .mp3 files could only be thirty seconds long, then yes, they'd be excellent "promotional" devices. Unfortunately .mp3 files can be as long as your hard-drive will allow, which is far more than thirty seconds. The entire "product" (i.e. the full song) can be encoded or acquired from someone else. There is a difference between a movie preview and the full-length movie. There is a difference between a page of a book and the entire book. Calling mp3s "promotional" can only make sense if your logic is, "lesser quality material is a preview of high-quality material, and therefore promotional." I will admit that looking at a negative of a picture can be called a "preview" of the final photograph, and a low-quality cassette dub of a band's demo tape can be called "promotional."
